Global Information Network

This Global Information Network Program was a major Government net-centric transformational initiative that  created a global “bandwidth-available” environment to improve national intelligence, surveillance and reconnaissance, information assurance, as well as command and control.

AllCom served as a member of a multi-vendor team on a global basis providing tier one design support for more than one hundred sites internationally.  AllCom support included site surveys, engineering, construction, AC electrical power, emergency generator and uninterruptable backup systems, DC power systems, grounding, heating, ventilation, and cooling (HVAC), fire suppression and detection and node cabling infrastructure.  AllCom performed installations at 75% of the GIG-BE sites and established a program management office in Europe to supervise subcontractors.  AllCom was engaged to perform the technology refresh and support the installation of new nodes on the global network.

Data Center Consolidations

AllCom provided tier one support for multiple classified large data center consolidation and construction projects for the Government. AllCom’s scope included the design and build of facilities (rehabilitation and construction), electrical upgrades, network operation center construction, and new data center build-outs. New infrastructure build-outs included power systems, heating, ventilation, HVAC, racks, and cabinets.

Specialized Construction - Overseas Government Command and Control Facilities

AllCom supported the interior construction of an 82,698 square foot, two-story, secure facility containing administrative offices, secure data centers, command and control, internal utility plant, and a 170,000 square foot secure work area within a larger two-story, below grade, heavily reinforced operations center.

AllCom’s supported 95% of fit-out work completed in the facilities including architectural (interior finishes), fire alarm/fire suppression system, plumbing and mechanical. All work was performed by cleared American workers (CAW). AllCom support included the procurement, installation, testing, and commissioning of sophisticated electrical systems conduit, wire, lighting package, communications, security, panelboards, VFDs, SCADA system, generators, UPS systems, RF filters,  and lighting. Architectural support included RF and EMP shielding, interior walls and finishes, secure door systems, seismic protection, and raised access floors. Mechanical support included the design and installation of ducting, AHU, environmental systems, air filtration including chemical/biological systems, plumbing, boilers, and chilled water systems. AllCom was also responsible for fire alarm, protection, and command and control systems.

AllCom maintained a full-time onsite program management office at each facility that included program management, construction management, trade and functional supervision, logistics, quality control, and safety.

Data Center Builds

AllCom performed 100% of the technical and trade tasks related to the interior construction and fit out of a state of the art classified data center and operations center for a national security customer. AllCom’s engineering and design services included security infrastructure, general construction, interior finishes, electrical construction, mechanical construction, and fire protection.

Communication Shelter Build

Under a Government Infrastructure Modernization Program, AllCom upgraded and expanded communication and data systems in support of the Installation Campus Area Network and Voice Modernization Project.  AllCom was responsible for managing the construction of the new communication shelter and site preparation activities for the shelter and two additional buildings.

AllCom designed and constructed a pre-cast concrete communications shelter with an underground cable vault.   The concrete reinforced pad was designed to accommodate the outside plant conduits directly into the shelter.  Shelter construction included concrete foundation pad, concrete entrance pad and sidewalk, site grading, brick veneer, architectural standing seam roof, door canopy, insulation, vinyl, anti-static floor tile, interior ceiling, perimeter fencing, and exterior finishes.  AllCom’s site preparation support for the shelter and two buildings included AC and DC power systems, generator, uninterruptable power systems (UPS), rectifiers, cabinets, power distribution units, gas detection controller/sensor, batteries, telecommunications main grounding busbar, grounding and lighting protection system, HVAC, clean-agent, fire suppression system and fire detection/alarm system, emergency power off switch, eyewash station, security cameras, and intelligent dual card reader.

AllCom also engineered, furnished, installed and tested seven additional HVAC units in six buildings, DC power systems, distribution units, UPS, batteries, rectifiers, cabinets, racks, and related equipment.

Communication Shelter Modernization

AllCom was tasked with upgrading facilities infrastructure at an existing building serving as a communication shelter.  The building had previously provided connectivity built under a Government Infrastructure Modernization Program for a Network Enterprise Center (NEC) and had undergone numerous utilization changes. The HVAC and power no longer met Government requirements.  AllCom engineered, furnished, installed and tested  the HVAC, power systems and infrastructure sub-systems. AllCom’s support included AC and DC power systems, uninterruptable power system (UPS), generators, cable plant management, intrusion detection systems, environmental monitoring system, racks, trays, cabinets and associated materials.

Specialized Secure Construction - Network Operations Center

AllCom supported the construction of a Government network operations center including reconfiguration of the operations space (constructing four large and thirty-six standard work areas and conference room), computer room reconfiguration, operations cabling reconfiguration, power reconfiguration, grounding improvements, HVAC, and Netbotz Management System reconfiguration.  The project also included the design and installation of a security camera solution, situational awareness display improvements, and unique cabinet locking solution.

Two-Phased Data Center Consolidation

AllCom provided the design, construction, and infrastructure installation in support of a Government data center consolidation initiative. AllCom has supported multiple phases and locations as part of the program.

Phase I of the program involved the modernization and repurposing of a legacy data center space in the Midwest.  AllCom’s scope included an electrical upgrade to incorporate new power and cooling requirements.  AllCom engineered, furnished, and installed a new 500 KVA uninterruptable power system (UPS), switchgear, overhead busway, grounding grid, and made chilled water modifications.

Phase II of the project involved two locations.  AllCom engineered, furnished and installed a turnkey design for four enclaves in the Midwest location that included new cabinets.  Our solution included cabinet layouts, hot isle containment, in-row cooling, air-blown fiber, CAT6A copper, MPO fiber, cable raceway, cabinet grounding, seismic bracing, Netbotz and APC DCIM product suite.

In addition, AllCom implemented a turnkey design for one enclave that included new cabinets.  AllCom’s solution included cabinet layouts, cold isle containment, copper/fiber, cable raceway, cabinet grounding, seismic bracing, and DCIM product suite.  AllCom designed a ceiling plenum solution to provide added efficiency and cooling capacity to the data center.

Data Center Cable Tray System Replacement

AllCom supported the replacement of the existing floor mounted support stanchions with a braced overheard suspension system to suspend the IT cable tray in a  large Government data center. AllCom attached the new supports from the interior roof structure above the 300 IT racks to meet the requirement of DoD Core Data Center reference architecture and engineering standards.

Network Operations Center Fit Out

AllCom supported the replacement of interior furnishings including the flooring and furniture for a Government facility in Texas. Support included procuring and the installation of new cubicles, console workstations, and construction of new semi-private offices with associated modular office furniture, new demountable wall partition, and new chairs for each desk. AllCom replaced carpet tiles and suspended ceiling panels throughout administrative areas. Installation also included electrical wiring, communication, and data fiber optic cabling and connections. AllCom removed existing electrical components and communication cabling including supporting raceway, conductors, cover plates and outlets to accommodate new electrical power and IT network connections to, and within, the system furniture.

Data Center Raised Floor Upgrade

AllCom supported the upgrade to the raised access floor to meet load capacity in three areas of a Government data center. All access floor panels were replaced with concrete core panels. The access flooring structure was upgraded with a new basket weave stringer configuration to support the floor static design load of 2,500 pounds and a rolling load of 2,000 pounds.

AllCom lifted the existing 350 racks for the removal and installation of the raised access floor panels. AllCom cleaned the structural floor during and after floor replacement. All work was in compliance with DoD Core Data Center reference architecture and CDC engineering standards.

Alternate Energy Back-up Power Systems

A hydrogen fuel cell is an electrochemical power generator that combines hydrogen and oxygen to produce electricity, with water and heat as by-products. Hydrogen fuel cells form energy used to power your mission critical power systems.

As part of a Government Infrastructure Modernization Program, AllCom was responsible for managing the installation of hydrogen fuel cells and site preparation for more than 125 locations across the United States. The project encompassed site surveys, engineering design, permitting, site construction, fuel cell installation, site preparation, facilities construction, and outside plant.

Government Building Security Enhancement - Perimeter Security Gates

AllCom supported the electrical power installation for several outside facility perimeter security gates for a Government facility in Texas. AllCom upgraded the telecommunications grounding system backbone, telecommunications grounding distribution to numerous telephone rooms, and the upgrade of AC Power (A &B) feeds/ distribution panels, power outlets, and new overhead lighting to the existing telephone rooms.

Security Design and Maintenance - County-wide Facilities

AllCom supports a five year electronic security design, modernization, and upgrade project for a county-wide security and safety initiative.  AllCom’s efforts include design, installation, system commissioning, and maintenance of a county-wide electronic security platform across across 25+ buildings. The project scope includes video management, access control, identity management, and intrusion detection systems.

Worldwide Power System Upgrades

Since 2016, AllCom has supported a worldwide Department of Defense multiple award contract providing commercially available, on-line, double conversion, single or three-phase Static Uninterrupted Power Supplies (UPS – 3kVA/kW – 1100 kVA/kW and above) and all associated equipment to provide power conditioning and continuation at more than one hundred CONUS and OCONUS sites.

Educational Institution

Integrated Security Solutions

This Government Educational Institution is undergoing an integrated physical and information technology security backbone upgrade of the campus. The project leverages the latest industry and Government best practices, standards, and guidelines to develop and install an integrated physical and IT security system which will address identified issues and threats in the most cost-effective manner. This effort encompasses multiple phases of work.

In Phase One, the customer implemented a series of high priority security solutions to immediately improve security. Phase Two, builds on the Phase One investment and an overall comprehensive security system. AllCom’s Integrated Security Solutions (AllCom IS) completed the initial installation and deployment of the Lenel OnGuard card access control installation of approximately 25 intelligent card reader controllers throughout the campus to secure IDF closets throughout the facility. AllCom completed a campus-wide upgrade to the Lenel OnGuard security system that included redundant Lenel Servers with NEC clustering software, dedicated security LAN fiber optic network ring, approximately 90 card access controlled doors and campus entry points, approximately 100 IP fixed and PTZ cameras as part of a campus-wide, video surveillance system, expanded Emergency Call Box system in building elevators, indorr/outdoor pool area, and cardio/weight rooms.

World Financial Center

Integrated Security Solutions

AllCom Integrated Security Solutions (AllCom IS) is the security integration partner of Brookfield Properties for the World Financial Center Towers. The World Financial Center Complex (adjacent to Ground Zero in lower Manhattan) is comprised of four towers (eight-million square feet of multi-tenant office space, retail and public space) located on fourteen acres of land in the center of Battery Park City in lower Manhattan, New York.

For Brookfield, our team has designed and installed a Lenel OnGuard Security Management System implemented across multiple buildings and devices. The Lenel OnGuard Security Management System implementation is a fully integrated solution that incorporates access control with lobby turnstiles to control authorized access to the facility, intrusion monitoring, network video monitoring and recording, visitor management, and photo I.D. badging. The system monitors and controls hundreds of card readers, alarm zones and CCTV cameras and visitor management and photo I.D. badging stations. AllCom IS provides on-going system and software support and maintenance for the installation.

Intelligence Agency – Electrical System Construction and UPS Replacements

As a prime contractor, AllCom supports a multi- phased design and construction project to upgrade electrical and powers systems within a highly sensitive U.S. Government facility.  AllCom’s project scope included design, engineering, and construction services along with procurement, installation, and testing of multiple uninterruptible power systems (UPS), batteries, SCC, Switchgear, CRAC units (including chilled water supply design and modification), duct modifications, cable tray design, and air handlers. Construction work also required upgrading the sprinkler and fire detection systems to support and protect the new systems.

The new equipment was installed, tested, and commissioned in parallel with the existing equipment to ensure customer operations were not interrupted. Upon successful cutover, demo and removal of the exiting equipment was completed.  AllCom continues to work with the customer on additional phases of this initiative.
