Global Information Network

This Global Information Network Program was a major Government net-centric transformational initiative that  created a global “bandwidth-available” environment to improve national intelligence, surveillance and reconnaissance, information assurance, as well as command and control.

AllCom served as a member of a multi-vendor team on a global basis providing tier one design support for more than one hundred sites internationally.  AllCom support included site surveys, engineering, construction, AC electrical power, emergency generator and uninterruptable backup systems, DC power systems, grounding, heating, ventilation, and cooling (HVAC), fire suppression and detection and node cabling infrastructure.  AllCom performed installations at 75% of the GIG-BE sites and established a program management office in Europe to supervise subcontractors.  AllCom was engaged to perform the technology refresh and support the installation of new nodes on the global network.

Data Center Consolidations

AllCom provided tier one support for multiple classified large data center consolidation and construction projects for the Government. AllCom’s tasking included the design and build of facilities (rehabilitation and construction), electrical upgrades, network operation center construction, and new data center build-outs. New infrastructure build-outs included AC and DC power systems, heating, ventilation, and cooling (HVAC), racks and cabinets.

Enterprise Computing Center Cold Aisle Containment System

To support mission critical operations at  a Government Enterprise Computing Center. AllCom was tasked to install an enclosed cold aisle containment system for twenty information technology racks. On the existing chilled water system, AllCom supplemented the forty-two tons of existing under floor air distribution with thirty-three tons of cooling with four  in-row coolers.

Data Center Builds

As part of a Government Infrastructure Modernization Program, AllCom converted an existing gymnasium and cafeteria building into a mission critical Tier III data center. AllCom’s tasks on the project encompassed  site preparation, facilities construction, and IT infrastructure support including site surveys, engineering, design, and installation of mechanical, electrical, plumbing, emergency backup generator system, uninterruptable power system (UPS), earth electrode grounding system, fire suppression and detection system, and heating, ventilation, and cooling (HVAC) systems.

Communication Shelter Build

Under a Government Infrastructure Modernization Program, AllCom upgraded and expanded communication and data systems in support of the Installation Campus Area Network and Voice Modernization Project.  AllCom was responsible for managing the construction of the new communication shelter and site preparation activities for the shelter and two additional buildings.

AllCom designed and constructed a pre-cast concrete communications shelter with an underground cable vault.   The concrete reinforced pad was designed to accommodate the outside plant conduits directly into the shelter.  Shelter construction included concrete foundation pad, concrete entrance pad and sidewalk, site grading, brick veneer, architectural standing seam roof, door canopy, insulation, vinyl, anti-static floor tile, interior ceiling, perimeter fencing, and exterior finishes.  AllCom’s site preparation support for the shelter and two buildings included AC and DC power systems, generator, uninterruptable power systems (UPS), rectifiers, cabinets, power distribution units, gas detection controller/sensor, batteries, telecommunications main grounding busbar, grounding and lighting protection system, HVAC, clean-agent, fire suppression system and fire detection/alarm system, emergency power off switch, eyewash station, security cameras, and intelligent dual card reader.

AllCom also engineered, furnished, installed and tested seven additional HVAC units in six buildings, DC power systems, distribution units, UPS, batteries, rectifiers, cabinets, racks, and related equipment.

Communication Shelter Modernization

AllCom was tasked with upgrading facilities infrastructure at an existing building serving as a communication shelter.  The building had previously provided connectivity built under a Government Infrastructure Modernization Program for a Network Enterprise Center (NEC) and had undergone numerous utilization changes. The HVAC and power no longer met Government requirements.  AllCom engineered, furnished, installed and tested  the HVAC, power systems and infrastructure sub-systems. AllCom’s support included AC and DC power systems, uninterruptable power system (UPS), generators, cable plant management, intrusion detection systems, environmental monitoring system, racks, trays, cabinets and associated materials.

Power System Solution for Overseas Location

Under a Government Telecommunications Infrastructure Program responsible for the sustainment, upgrades and enhancements for all telecommunications and information transport systems.  Program Office responsibilities included the deployment of the Dense Wave Division Multiplexing (DWDM) technology for the customer.

AllCom was tasked to evaluate the AC and DC power systems and provide a turnkey power solution for the new IP based UC voice solution at the customer Dial Central Office (DCO) and new Area Distribution Nodes (ADN) at another location.  AllCom’s solution included a new inverter power system, DC power system, rectifiers, AC fault protection subsystem, inside fiber, racks and cabinets, battery grounding and bonding, and a lighting, fire protection and suppression system.

Two-Phased Data Center Consolidation

AllCom provided engineering, design, construction and IT infrastructure installation in support of a Government data center consolidation initiative. AllCom has supported multiple phases and locations as part of the program.

Phase I of the program involved the modernization and repurposing of a legacy data center space in the Midwest.  AllCom was tasked to furnish, engineer, install and test (EFIS&T) an electrical upgrade to incorporate new power and cooling requirements.  The design included a new 500 KVA uninterruptable power system (UPS), switchgear, overhead busway, grounding grid and chilled water modifications.

Phase II of the project involved two locations.  AllCom engineered, furnished and installed a turnkey design for four enclaves in the Midwest location that included new cabinets.  Our solution included cabinet layouts, hot isle containment, in-row cooling, air-blown fiber, CAT6A copper, MPO fiber, cable raceway, cabinet grounding, seismic bracing, Netbotz and APC DCIM product suite.

In addition, AllCom produced and implemented a turnkey design for one enclave that included new cabinets.  AllCom’s solution included cabinet layouts, cold isle containment, copper/fiber, cable raceway, cabinet grounding, seismic bracing, and DCIM product suite.  AllCom designed a ceiling plenum solution to provide added efficiency and cooling capacity to the data center.

Voice and Data Communications Infrastructure Modernization

AllCom engineered, furnished and installed voice and data communications infrastructure at several buildings for the Government in Maryland.  As part of a major IT and facilities upgrade program, AllCom surveyed numerous of telecommunication rooms and end user buildings to determine the power requirements for each building. Infrastructure support involved the renovation of buildings, cable plant management, and installation of AC and DC power systems (batteries, inverters, transformers and circuits) and alarm monitoring systems.

Central Office Design-Build

The Government required users be moved to new PBXs location. At one location, AllCom was tasked to engineer and install a high-speed DSL internet solution. AllCom worked with the customer at each location to design a secure solution to solve the challenge of splitting the voice and data services. The complex voice and data infrastructure included both inside and outside plant support in the switch rooms including the design and build of a new central office, expansion and augmentation of an existing central office, construction of a new equipment shelter, and installation of two PBXs, several switches, DSL internet service, HVAC, AC and DC power systems, batteries, spill containment, rectifiers, inverters, alarms, monitoring system, main distribution frames, cross connects, grounding and structured cable (copper/fiber).

Thirty-seven Building Infrastructure Modernization

As part of a Government Infrastructure Modernization Program, AllCom engineered, furnished, installed, secured and tested upgrades to thirty-seven existing buildings. AllCom tasks included specialized construction, electrical, HVAC, and DC power systems and racking upgrades.

In addition, AllCom installed two new pre-fabricated communication shelters with cable vaults.  AllCom’s inside plant and outside plant tasks included fencing around the perimeter of the buildings, driveways with parking areas, ground rings, two new HVAC units, inverters and backup AC generators, DC power systems, battery systems, fire suppression systems, and alarm monitoring systems.

Wireless Mesh Network

AllCom designed and implemented an outdoor wireless mesh network for nineteen bulk Government mail distribution centers.  AllCom provided structured cabling, electrical and advanced wireless engineering services to implement a Yard Management System (YMS) that is used to manage postal trailers as they enter and depart each facility. The system includes the YMS software, wireless infrastructure, mobile spotter computers, mobile handheld computers, workstations, server infrastructure and Real Time Location System. The software, in addition to handling the standard yard processing functions, allowed for yard automation through a release generation module, which used pre-determined business logic to park trailers and move them to-and-from dock doors and a move optimization module, which calculates the shortest path between the trailers current location and destination.

Cable Plant System Modernization

As part of a Government Agency GeoScout Project, the customer required the implementation of an enhanced data communications infrastructure to handle the high-resolution imagery, GIS information and transmissions from both classified United States intelligence-gathering satellites and commercial satellites. This robust network provided consistent network connectivity to all sites and provided the IT capability to any work area to be converted to a production area by replacing a workstation.

During this multi-year project, AllCom engineered, furnished, installed and tested critical copper and fiber infrastructure for two separate facilities. The infrastructure upgrades substantially improved LAN connectivity to wide area networks to meet Agency guidelines.

High Speed Financial Network

AllCom was engaged to engineer, furnish, install and test (EFI&T) a new high speed fiber optic network that offers the fastest connection available between two financial markets.  AllCom’s support began with the design and build of a data center that included mechanical, electrical, power and structural steel work to support the roof-top chiller plants.  AllCom’s infrastructure support also included the layout and design of hot/cold aisles, cabinet layouts, cabling and fire suppression system.  AllCom installed all cabinets, fiber trays, cable raceways and structured cabling.

AllCom tasking also included EFI&T of new DC power systems at eleven amplification sites between the two locations that included primary and secondary power cabling, batteries, rectifiers and inverters.  AllCom provided associated electrical engineering and installation support including generators, high voltage utility service and transformers, medium voltage transformers, and power distribution.

Telecommunications Infrastructure Modernization State Prison Facilities

AllCom designed and installed the telecommunications infrastructure for the inmate telephone systems for State Prison facilities. AllCom’s support included site surveys, design and installation tasks on an extremely aggressive schedule that required deploying more than thirty field technicians and installers in a one month period.

AllCom participated in the design and engineering for over one hundred facilities and then competitively bid and won the installation on more than sixty of those facilities.  Installation support for the sixty facilities included outside plant engineering and construction to bring new telecom services into each facilities and the installation of rigid and conduit, AC power, equipment racks, HVAC, uninterruptable power systems (UPS), structured cabling, telecom equipment and hardened inmate telephones.  Low voltage and medium voltage work was also performed at all prison sites.

Educational Institution

Integrated Security Solutions

This Government Educational Institution is undergoing an integrated physical and information technology security backbone upgrade of the campus. The project leverages the latest industry and Government best practices, standards, and guidelines to develop and install an integrated physical and IT security system which will address identified issues and threats in the most cost-effective manner. This effort encompasses multiple phases of work.

In Phase One, the customer implemented a series of high priority security solutions to immediately improve security. Phase Two, builds on the Phase One investment and an overall comprehensive security system. AllCom’s Integrated Security Solutions (AllCom IS) completed the initial installation and deployment of the Lenel OnGuard card access control installation of approximately 25 intelligent card reader controllers throughout the campus to secure IDF closets throughout the facility. AllCom is completing a campus-wide upgrade to the Lenel OnGuard security system which consists of:

  • Redundant Lenel Servers with NEC clustering software
  • Dedicated security LAN fiber optic network ring
  • Approximately 90 card access controlled doors and campus entry points
  • Approximately 100 IP fixed and PTZ cameras as part of a campus-wide
    video surveillance system
  • Expanded Emergency Call Box system in building elevators and outdoor
    pool area, indoor pool area, and cardio and weight rooms

World Financial Center

Integrated Security Solutions

AllCom Integrated Security Solutions (AllCom IS) is the security integration partner of Brookfield Properties for the World Financial Center Towers. The World Financial Center Complex (adjacent to Ground Zero in lower Manhattan) is comprised of four towers (eight-million square feet of multi-tenant office space, retail and public space) located on fourteen acres of land in the center of Battery Park City in lower Manhattan, New York.

For Brookfield, our team has designed and installed a Lenel OnGuard Security Management System implemented across multiple buildings and devices. The Lenel OnGuard Security Management System implementation is a fully integrated solution that incorporates access control with lobby turnstiles to control authorized access to the facility, intrusion monitoring, network video monitoring and recording, visitor management, and photo I.D. badging. The system monitors and controls hundreds of card readers, alarm zones and CCTV cameras and visitor management and photo I.D. badging stations. AllCom IS provides on-going system and software support and maintenance for the installation.
